This message is basically seen because google has recently updated the security level to google play services and wants app developer/publisher confirmation if developed app is certified by any Mobile Application Security Assessment (MASA) framework.

As of now Google is just trying to roll out it for new developed app if you want to publish it to Google Play store. you can click on yes/no after learning about how you should answer. (Yes / No) on MASA link.

MASA (Mobile Application Security Assessment) is intended to give more transparency into the app’s security architecture; nonetheless, the restricted nature of testing does not ensure the application’s entire safety.
